Foreign Office, December 2, 1911. I AM directed by Secretary Sir E. Grey to transmit to you, to be laid before the Marquess of Crewe, the accompanying copy of a letter from the chairman of the representative board of the Anti-Opium Societies of Great Britain and Ireland,* deprecating the appointment of Sir C. Clementi-Smith as British delegate to the International Opium Conference.

Sir E. Grey proposes to reply to Mr. Maxwell that Sir C. Clementi-Smith's attitude at the Shanghai International Commission had the full approval of His Majesty's Government, and that they consider him to be eminently qualified to represent this country at the conference now sitting.

I am to enquire whether Lord Crewe concurs in the terms of this reply. A similar letter has been sent to the Colonial Office.
